Pavel K. Baev is a research professor at the Peace Research Institute, Oslo (PRIO), and nonresident senior fellow at the Center on the United States and Europe (CUSE) at Brookings Institute.
After graduation from Moscow University in 1979, he worked in a research institute for the USSR Ministry of Defense. In 1988, Baev joined the newly-created Institute of Europe within the Soviet Academy of Sciences.
His books include Russian Energy Policy and Military Power: Putin's Quest for Greatness (2008); Russia's Policies in the Caucasus (1997); and The Russian Army in a Time of Troubles (1996).
